Big warning to retirees, The government warned central employees about pensions and Bonus

Central government warns central employees about pensions and bonuses. In addition to giving a bonus and DA raise to central employees on Diwali, the government has also issued strict instructions.  It states that if an employee is involved in negligence or a serious crime while on the job, he will be dealt with severely.  Your pension and allowance may also be suspended.

 In a recently released statement, the central government said that if central employees are found guilty of a felony or negligence while on duty, their tips and pension benefits will be suspended.  This designation was granted on the basis of the Central Government Pension Plan 2021. The central government recently amended rule 8 of the CCS Pension Plan 2021, to which these new provisions have been added.

Information on changing the Center’s rules was also sent to all interested officials.  It has been said that if the information is received from guilty employees, steps must be taken to stop their removal and tipping.

 If an employee receives a pension and gratuity after retirement and is found guilty, all or part of the pension or gratuity may be recovered.  It will be assessed on the basis of the damage suffered by the department.  If the government wishes, the employee’s pension or gratuity can be suspended permanently or even for a fixed period.

 Suggestions must be taken before the final order Each authority must take suggestions from the Union Civil Service Commission before making the final order.  Further, in all cases where the pension is stopped or withdrawn, the minimum amount should not be less than Rs.9000 per month, which is already prescribed in Rule 44.

सेवानिवृत्त: बड़ी चेतावनी! सरकार ने केंद्रीय कर्मचारियों को पेंशन और बोनस को लेकर चेताया

Bonus और पेंशन का नया नियम: केंद्रीय कर्मचारियों को DAऔर Bonus देने के बाद अब सरकार ने एक बड़ा नियम बदल दिया है. केंद्र सरकार ने कर्मचारियों के लिए सख्त चेतावनी भी जारी की है। अगर कर्मचारी इसकी अनदेखी करते हैं तो उन्हें सेवानिवृत्ति के बाद पेंशन और ग्रेच्युटी से वंचित होना पड़ेगा।

अगर कोई कर्मचारी काम में लापरवाही करता है तो सरकार के नए नियमों के मुताबिक सेवानिवृत्ति के बाद उसकी पेंशन और ग्रेच्युटी रोकने के निर्देश दिए गए हैं. यह आदेश केंद्रीय कर्मचारियों पर लागू होगा, लेकिन आगे चलकर राज्य भी इसे लागू कर सकते हैं।

केंद्र सरकार ने हाल ही में केंद्रीय सिविल सेवा (पेंशन) नियम 2021 के तहत अधिसूचना जारी की है। आपको बता दें कि केंद्र सरकार ने हाल ही में सीसीएस (पेंशन) नियम, 2021 के नियम 8 में बदलाव किया था, जिसमें नए प्रावधान जोड़े गए हैं। दोषी पाए जाने पर सेवानिवृत्ति के बाद उनकी Bonus और पेंशन रोक दी जाएगी।

ध्यान देने योग्य है कि बदले नियमों की जानकारी केंद्र की ओर से सभी संबंधित अधिकारियों को भेज दी गई है। यही नहीं, यह भी स्पष्ट किया गया है कि यदि दोषी कर्मचारियों के बारे में जानकारी मिलती है तो उनकी पेंशन और Bonus रोकने की कार्रवाई शुरू की जाए.  इस बार इस नियम को लेकर सरकार सख्त है.

 कौन कार्रवाई करेगा

अध्यक्ष जो सेवानिवृत्त कर्मचारी के नियुक्ति प्राधिकार में शामिल रहे हों।  उनके पास Bonus या पेंशन रोकने का अधिकार होगा।

 सचिव जो उस मंत्रालय या विभाग से जुड़े हैं जिसके तहत सेवानिवृत्त कर्मचारी को नियुक्त किया गया है।  उन्हें पेंशन और Bonus रोकने का भी अधिकार होगा।

 यदि कोई कर्मचारी लेखा परीक्षा एवं लेखा विभाग से सेवानिवृत्त हो गया है, तो सीएजी को दोषी कर्मचारियों की सेवानिवृत्ति के बाद उनकी पेंशन और Bonus को रोकने का अधिकार होगा।

 ऐसी कार्रवाई की जा सकती है

 सात अक्टूबर को हुए नियमों में बदलाव के मुताबिक दोषी पाए गए कर्मचारियों की पेंशन या Bonus या आंशिक या पूरी तरह से दोनों को रोकने का अधिकार सक्षम अधिकारियों के पास होगा.  अगर इन कर्मचारियों के खिलाफ नौकरी के दौरान कोई विभागीय या न्यायिक कार्रवाई की जाती है तो इसकी सूचना संबंधित अधिकारियों को देना भी जरूरी होगा.  अगर किसी कर्मचारी को सेवानिवृत्ति के बाद दोबारा नौकरी पर लगाया जाता है तो उस पर भी यही नियम लागू होंगे।

 यदि किसी कर्मचारी ने सेवानिवृत्ति के बाद पेंशन और ग्रेच्युटी का भुगतान लिया है और दोषी पाया जाता है, तो उससे पेंशन या Bonus की पूरी या आंशिक राशि वसूल की जा सकती है।  इसका आकलन विभाग को हुए नुकसान के आधार पर किया जाएगा।  प्राधिकरण चाहे तो कर्मचारी की पेंशन या Bonus को स्थायी रूप से या कम वक्त के लिए भी रोका जा सकता है।

अंतिम आदेश से पहले लेना होगा सुझाव किसी भी प्राधिकारी को अंतिम आदेश देने से पहले संघ लोक सेवा आयोग से सुझाव लेने होंगे।  इसके अलावा, किसी भी मामले में जहां पेंशन रोकी जाती है या वापस ली जाती है, न्यूनतम राशि 9000 रुपये प्रति माह से कम नहीं होनी चाहिए, जो पहले से ही नियम 44 के तहत निर्धारित है।

केंद्र सरकार द्वारा लिया गया यह निर्णय राष्ट्र हित के लिए अद्भुत निर्णय हैं। हालांकि कई कर्मचारी नाराज भी हैं लेकिन यह जनहित के लिए एक महत्वपूर्ण निर्णय है।
